Design — 2005–2007
The actualization of the urban development plans for the districts of the CAD (Central Administrative district) approved by the Moscow Government in 2002 was worked out since 2005 till 2007. The main task of this large–scale complex work was to evaluate the implementation of high–priority measures under the CAD urban plan, to identify disproportions and negative trends in the development of the districts, to update the priorities of spheres and programs development, to work out targeted urban development measures for each of the districts. The actualization was performed in 1:2000 scale and allowed to analyze the CAD territory in detail. It was very well–timed on the threshold of creation of the Urban development plan and draft of Land Use and Development Regulations of Moscow.
The work has assessed the urban development activities for the period of the previous Urban development plan and performed a comprehensive analysis of the territory: the dynamics of building fund development has been assessed with the consideration of the residential and non–residential buildings, constructed and to be constructed; traffic capacity and load of the road networks have been calculated, taking into account new functional loads; the higher deficits in the development of the social sphere have been analyzed; environmental situation has been monitored.
Top priorities of the Moscow CAD districts development include maximal preservation of the historic buildings according to architectural and urban development value, prohibition of further demolitions of the buildings resulting in the loss of traditional image of the urban environment, as well as restriction of the territories for urban development changes in the long and short run. E. g., the territories within the Garden Ring have been analyzed from this point of view according to special schemes, anticipating Land use and urban development provisions for protected territories of cultural heritage objects. The morphology and typology of the development have been studied in detail. The urban development aspect of historical periodization of the city environment has been identified. The recommendations have been formulated concerning the admissible number of storeys in historic buildings, taking into account Actualization of the Urban development plans and officially approved decisions on new construction. The careful examination has identified distortions in the social sphere connected with the disproportion of growing residential construction and lagging construction of the social infrastructure objects. The Actualization of the Urban development plans proposes to restrict construction of new residential houses, to perform reconstruction and sanitation of the existing residential territories in order to increase the quality of dwelling in the existing residential buildings and to develop, in the first place, the local service structures.
A special place is given to proposals for the placement of new children’s pre–school institutions and secondary schools, cultural and health–care buildings, sport facilities. The analytical department made conclusions of substantial distortions in urban development and social sphere and executed predictive estimate of district development according to decisions made by the City earlier. These conclusions have resulted in review of urban development policy in the historic center of Moscow. The Moscow Government adopted the decree on prohibition of placing of new office and shopping facilities (with the area exceeding 1,500 m2) in the CAD of Moscow. Alterations were made in many previous decisions concerning change of the functional use of the facilities with high parking requirements. There was introduced the requirement of obligatory investigation of traffic loads on the road network during new construction. The worked–out environmental, traffic and engineering sections allowed to get a comprehensive view on prospects and possibilities of CAD districts development.
The actualized urban development plans have undergone public hearings according to the order established by the law. It became the first experience of presentation of the urban development materials to the general public in Moscow. Having considered the great interest shown by the inhabitants during the public hearings, the CAD Prefecture organized the exhibition where the designers have widely presented materials of the Actualization of the Urban development plans. There were arranged Days of districts and daily consultations of the inhabitants.
The decisions for all aspects of urban development of the districts have been approved by the Moscow Government and taken as the basis for designs of Actualized urban development plan and Land Use and Development Regulations of Moscow (relating to the Central Administrative District).
