On March 14, 2004 the fire damaged the federal architectural and historic monument — the unique building of the Moscow Manege. On March 19, 2004 the Public Council under the Mayor of Moscow considered and approved the proposed concept of the Manege Central Exhibition Hall restoration. It allowed to work out design specifications and estimates and to begin the construction works in the shortest time possible.
The design of the Manege Central Exhibition Hall restoration and updating provided for recreation of the historic glued timber trusses constructed by the engineer A. Betancourt and lost during the fire, performed according to previously executed measurement; opening the trusses for demonstration to the visitors, recreation of the historic image of the roof, restoration of the facades and interiors; and updating of the historic monument, including structuring of the underground space and arrangement of additional exhibition premises, technical and utility services which are to ensure the functioning of the modern exhibition complex; the main space is to include two mezzanine floors in order to accommodate the entrance lobby, administrative premises, conference hall and cafe.
